Further to your application dated March 2, 2004 (the "Application") filed on behalf of BLC and based on the facts set out in the Application, pursuant to the authority conferred upon the Ontario Securities Commission (the "Commission") in paragraph 213(3)(b) of the Loan and Trust Corporations Act (Ontario), the Commission approves the proposal that BLC act as the trustee of R LCH Fund, BLC-EdR Money Market Fund, BLC-EdR Bond Fund, BLC-EdR Dynamic Bond Fund, BLC-EdR Canadian Equities Fund -- Defensive, BLC-EdR Canadian Equities Fund -- Quality, BLC-EdR Canadian Preferred Shares Fund, BLC-EdR American Index II Fund, BLC-EdR Bond Indexed Fund, and BLC-EdR International Index Fund.
