ORDER
(Sections 127 and 127.1)



WHEREAS on September 3, 2014, the Ontario Securities Commission (the “Commission”) issued a Notice of Hearing pursuant to sections 127 and 127.1 of the Securities Act, R.S.O. 1990 c. S.5, as amended (the “Act”) in connection with a Statement of Allegations filed by Staff of the Commission (“Staff”) on September 3, 2014 with respect to The Gatekeepers of Wealth Inc. and Joseph Bochner (collectively, the “Respondents”);

AND WHEREAS the Notice of Hearing set October 8, 2014 as the hearing date in this matter;

AND WHEREAS on October 8, 2014, Staff and counsel for the Respondents appeared before the Commission;

AND WHEREAS on October 8, 2014, the Commission ordered that a pre-hearing conference shall take place on December 8, 2014 at 10:00 a.m.;

AND WHEREAS on December 8, 2014, Staff and counsel for the Respondents appeared for a pre-hearing conference before the Commission and made submissions;

AND WHEREAS on December 8, 2014 the Commission ordered that:

  1. Staff shall provide their hearing brief, witness lists and witness statements to the Respondents by April 23, 2015;
  2. A pre-hearing conference shall take place on May 4, 2015 at 10:00 a.m.;
  3. The Respondents shall provide their hearing briefs, witness lists and witness statements to Staff by May 7, 2015; and
  4. The hearing on the merits in this matter shall commence on June 9, 2015 at 10:00 a.m., and shall continue on June 10, 11 and 12, 2015;

AND WHEREAS on May 4, 2015, Staff and counsel for the Respondents appeared for a pre-hearing conference before the Commission and made submissions;

AND WHEREAS the Commission is of the opinion that it is in the public interest to make this order;

IT IS ORDERED that:

  1. A confidential pre-hearing conference will be held at the offices of the Commission located at 20 Queen Street West, 17th Floor, Toronto, Ontario at 11:00 a.m. on Tuesday, May 26, 2015 to consider the resolution of any or all of the allegations in the proceeding;
  2. The parties are required to attend at the pre-hearing conference in person and may be accompanied by a representative;
  3. The dates set by the order of December 8, 2014 in this matter, including the dates for the hearing on the merits of June 9, 10, 11 and 12, 2015 are vacated;
  4. Staff shall provide their hearing brief, witness lists and witness statements to the Respondents by July 31, 2015;
  5. A pre-hearing conference shall take place at 10:00 a.m. on August 17, 2015;
  6. The Respondents shall provide their hearing briefs, witness lists and witness statements to Staff by August 21, 2015; and
  7. The hearing on the merits in this matter shall commence at 10:00 a.m. on September 16, 2015 and shall continue on September 17, 18 and 21, 2015.
