To provide counsel to the Commission’s Adjudicative Panels with respect to hearings and related matters. The Independent Counsel will review all submissions, provide legal research and drafting assistance to Panel Members, give legal advice to the Panel on procedural and other matters as required during the course of hearings and prepare headnotes of Panel decisions.
The Independent Counsel will participate in the Adjudicative Committee and attend the Commission’s quarterly Adjudicative Policy Sessions, identify adjudicative policy and procedural matters of a general nature for consideration by the Commission, assist in the design and delivery of orientation and adjudicative training sessions for Part-time Commissioners and maintain the Commissioners’ precedents and authorities data base.
The Independent Counsel will work closely with the Vice-Chairs, Chairs of Panels and the Secretary. The Counsel will also supervise the hearings related work of the Law Clerks assigned to the Vice-Chairs.
